Signing up for a key can be done here: http://icq.com/legal/icq_developer_network_agreement.html, but as pointed out http://pidgin.im/pipermail/devel/2011-May/010363.html and http://pidgin.im/pipermail/devel/2011-May/010364.html, that contract contains clauses that seem unenforceable with the GPL. It was forwarded to the IMF's lawyers, but I don't think anything happened after that.
