Over at MacPorts I personally set all our mailing lists as requiring
registration to post, no questions asked, no concessions made. A bit
dictatorial....? Well, I do come from Latin America ;-) But well,
uuuggghhh, disgusting jokes put aside, the very simple argument was
"it's for the better good" and, truth be told, almost everyone agreed
(both team members and list subscribers). The few that didn't, I just
simply gave them the "Sorry, it's a simple a spam fighting technique"
answer and more often than not they were happy to abide. A case could
be made that those that even then didn't want to abide simply lacked
the necessary netiquette to belong in a large scale mailing list.
In any case, it's a step that I would most definitely recommend, even
more for a development list in which you can safely assume, I believe,
that those that care to sign up also care enough about the project to
respect its rules. If they don't care *that* much for the latter...
then maybe they don't really care that much about the former either.

PS: I should emphasize that I enforced the registration-to-post rule
even on our general users mailing lists, which is several times larger
than our development one, and even there the vast majority was more
than happy to accept-understand-respect--and-defend the rules (even if
that sounds a tad too much like 1984! ;-)
