Yes, you list a couple people as owners or moderators and it emails
you when there's something new. If we set it up the same way as
cabal, we can have it email whoever among us want to moderate (for
cabal it's Evan and I) and then when you see a request you just log in
with the admin password by following the link right in the email.
It's really not THAT terrible to do so.

Last time we discussed that it was shot down because it makes an extra
step for users and we all know that users will take any opportunity to
bitch about having to register. However since this is supposed to be
a development related list, I don't see that as being a big deal.
