I had always understood it to be that ANYONE who had touched code no  
matter how big or small their patch should be listed in  
Copyright.txt.  We then used Credits.rtf as a more prestigious way of  
singling people out once they had hit a certain level of contribution  
or someone felt they had earned it.  (Usually about the time we  
decided to recognize someone as a contributor.)  To my knowledge there  
was never an official process or threshold.

If his patches were included then he should definitely be listed in  
the Copyright file.
