That's an excellent point.  Let's just document on the Localizations  
page that a partial translation does exist for language X and, if you  
are interested in updating it, to ask for us to point toward a build  
with that translation.  Better solution.

Sorry, I've been up 33 hours and was doing some emails before  
afternoon naptime.  Shouldn't be thinking (or, well, making important  
decisions about people's care, but that's the state of healthcare for  
you!).
