I think it would be better for the users to have the opposite, rather
than having to sign up for notifications (which they may not figure
out how to do), auto subscribe to tickets they've created (the way it
is now) and provide an opt-out on the ticket. This way they get emails
for requests from us for more info (due to mandatory opt-in upon
ticket creation), but once the problem has been solved, they can
choose to no longer receive email about it if they wish, with a simple
button on the ticket.

Additionally it probably should no longer notify anyone subscribed
after a ticket has been closed as fixed or duplicate (and probably
worksforme as well).

But regardless, I don't believe we have this kind of control over the
notification system anyway...
