Agreed. In the long term, building a reputation for our Trac as a way  
to sign up for many meaningless notifications that aren't “your bug  
is fixed in _._._” may reduce users' willingness to create and  
comment on tickets.

Pinging users for information is important, but we should do so  
manually, and provide anyone who wants every notification for that  
ticket with the ability to sign up for all notifications for that  
ticket. Otherwise, it's more noise than signal.

I'm hoping that it's possible to do what I just described.
