What I think we have to do before a complete transition:

1) update buildbot to use mercurial (easy, imo)
2) update trac to use mercurial - this will have to be done on the new
server, where hg is.

With hgweb set up and working, and the permissions for push working, I
don't think we have much keeping us from using mercurial as our
full-time repo as soon as the above two are working, and the second is
honestly not as important.

We should probably add an #error to svn, once we officially abandon
it, to let people know to leave.
