This is exactly what happened.  svn up worked flawlessly 99.9% of the  
time, but the moment that .1% error occurred, it never updated  
unattended again.  There's no harm to an svn cleanup, and it solved  
this situation.  Ever since we used cleanup first, it never broke again.
