On the http://dev.aol.com/aim/oscar/ page there is indication on flags
indicating whether the "Client supports SIP/RTP video".
On the http://dev.aol.com/aim/faqs#VoiceVideo page they refer to http://www.sipfoundry.org/sipX

I don't know whether that is suitable starting point.
