I would prefer maturing our plugin API to allow proper versioning,
doing away with the obnoxious plugin dialogue, to including this
plugin by default.

My reading of the GPLv2 agrees with Peter's. We have allowed this
behavior without complaint in the past (e.g. the Gizmo Adium Plugin).
