Sorry. That article is pretty unclear that that's the limit of its
scope. It read to me more like brainstorming for a redesign.
I agree with a) and c), not sure I would agree with b) unless support
docs are moved to a separate system (potentially something easier to
localize?)

A professional designer won't do what's called "working on spec". Spec
in this case stands for speculation. One of the main reasons for this
is that design is a collaborative process between the client and the
designer. Having the designer come up with something in a vacuum is
not representative of their skills or potential output.
As for a staging server, I think it's a good idea to have a staging
server and a production server *anyway*. This is how most websites
operate.
