[Adium-devl] Trac permissions update

No problemo.

I feel a bit responsible, firstly, since it was my suggestion that we  
add the TICKET_CHPROP privilege (for purposes of dealing with  
patches). I'm looking into some sort of external code review tool  
(along the lines of Google's Mondrian[1]). A friend of mine is working  
on one at his workplace, but it's not quite done (it's open source,  
written in Python/Django and interfaces with svn somehow, perhaps  
automatic check-in).

I know in some other organizations patches are just sent to a mailing  
list for approval. Yuck! We could try writing a query for Trac to look  
at attachment names, but I've seen people use everything from .txt  
to .diff to .patch. Also, it's sometimes required to post a .zip for  
NIB changes.

If anyone has other suggestions, let's hear them.
