We are currently using the SimpleTicket plugin to hide specific  
fields.  Authenticated users who aren't developers have the  
TICKET_CREATE_SIMPLE permission but not the TICKET_CREATE  
permission.  Based on our configuration, this hides the priority,  
milestone, severity, and owner fields.

The result that I get when creating a ticket with a new user is:

Do you see something different? It appears that Patch Included  
could be set by the user.
