My understanding is that Sean is working hard on this and that it
will be targeted after Gaim 2.0.0 is out. While the Adium UI side of
voice/video definitely is going to be a big project on its own, I'm
afraid that asking a student to design it and interface with it
without any clear target underlying API might be problematic...
though at the same time could be a great exercise in contract-based
coding.
Sean, is there a reasonable way that an Adium student could get
involved in voice-video? On the other hand, would it be reasonable
for a student to tackle that from the Gaim side, or is your work not
at that point (either too far or not far enough)?

How would this be a significant project? Andreas already wrote
AIJavaController (removed from trunk but still present in
subversion's history and the joscar and smack branches). There's
nothing to stop a plugin at present from utilizing it directly or its
technology... though I would strongly discourage that, for the same
reasons that we made the difficult decision to drop joscar and smack
in the first place.

Smack - basically finished, Java problems
Voice/video (with Smack) - see above and above
"Super EMD" - perhaps. The actual code produced last year provides
some basic access to external programs... such that this would be
even less a major project, really, unless expanded in some novel way.
Tearing off the contact list (groups or contacts) - sure
Proposals from last year which weren't accepted but that I think are
cool:
Bonjour - on the page now, definitely a fan
Skype - still a common request... though as with the QQ application
we got, this is probably better suited as a Gaim project unless
there's a good reason for it to be under our umbrella
A note from last year's apps -- most of them clustered around the
ideas we suggested. Maybe we should have more general / vague ideas
and encourage applicants to develop them in their applications.
There are good things we can think of, but getting new folks involved
and really leveraging the possible new ideas and directions would be
even better.
