Bounty source and #413

Hello all,
I feel that this is a great idea. What I see is if there are 5 tickets for
newer developers to add in new blood and 5 tickets for anyone that would be
allow for a mix of people.
How are the tickets going to be picked? I think one way is by the number of
positive votes received already.
