Localization of General Preferences

iLocalize displays the GeneralPreferences.nib to be empty and when trying to open it I get the following message:

> The document "GeneralPreferences.nib" could not be opened. Interface Builder cannot open compiled nibs.
> Try opening the source document instead of the compiled nib.
