Sound cache: Do we actually need it?

Could this be in anyway related to this guy's problem?

                I'm using 1.4b1 and my only complaint is that my alerting
                sounds have a weird echo, particularly if say two people log
on
                at the same time, I hear a double sound instead of just one
                instance of the alert sound.  Is that an issue with 1.4b1,
or
                (I'm wondering) if it's my settings (just got a new laptop)
