New dependencies build script

Just a brief update on this, I just got patching support working. It's
similar to the "telekentic patch" we're using now, which essentially applies
a patch without changing the timestamp, so as not to screw with Make.
This means most of the work remaining is hammering out the commands to
perform all the builds, and then construct the redistributable frameworks.
I'm hoping that some point tomorrow I'll have all dependencies building
64-bit.
