There's no guarantee that an email will even be provided. I plan to
create a new buildbot failure list, and force-join all devs, so it
doesn't spam other people watching -devl. The build doesn't really
fail all that often, so it shouldn't be that annoying. If it didn't
email on a forced stop, it wouldn't really have mailed last night.
