iLocalize provides a graphical interface, with capabilities for  
localizers to not only edit in a GUI-native environment but also  
utilize various tricks they know better than I do, such as preformed  
or cross-applied dictionaries.  Ultimately, iLocalize has only the  
features ibtool does in terms of nib manipulation, though, as it  
interfaces with ibtool (or nibtool on 10.4) to make the changes it  
does make. I just don't think we should entertain asking our  
localizers to use a command line tool.
