Just to add to this: tthe problem with fixed-width is that you always  
have to ask yourself what is the smallest screen size you are going to  
accommodate. That ends being a limiting factor. Being able to adjust  
to screen size is certainly a more elegant approach, even if it is  
more of a challenge to achieve. BTW I noticed that Apple is using  
fixed width and is using 1024px wide as their minimum supported screen  
size.

As to the question of what is being achieved with a redesign, from my  
experience it is not always about usability and sometimes it is about  
marketability. If you can get what the current web site does well and  
take that into account in a new design that is also pleasing, then it  
can't hurt.

One approach that could be looked at is taking the pages that are  
there and simply reworking them based on css. I have no idea how  
doable that is though.
