Um?

This is a pretty significant deviation from what we've done before. I  
don't remember a thread deciding that we were going to do this. Mind  
explaining why you think it's a good idea?

IMO the benefits of branching are pretty clear -- place for stuff to  
go while work on 1.3 slows down so we don't totally lose momentum.
