[Adium-devl] TicketChangePlugin and TicketDeletePlugin now installed

I've installed TicketChangePlugin and TicketDeletePlugin in our trac  
instance. TicketChangePlugin doesn't seem to be working; I'm not sure  
why and don't plan to investigate anytime soon, so if someone else  
wants to, feel free.  TicketDeletePlugin adds a 'Delete' item next to  
comments for folks with TICKET_ADMIN permission (that's everyone in  
the developer and trusted groups).

Hopefully this will help with spam deletion. Please delete sparingly.
