	From what I recall, that has been the situation since day 1 of Mac OS  
X: the base OS ships with libraries needed for runtime... regular  
users don't even know what a "header file" is (heh, sadly I've found  
that not even some developers know ;-) ; to get headers you need to  
install not only the Xcode package on top of the base OS, but also the  
specific SDK packing the header you want. Otherwise you just don't get  
headers.

	Therefore, the OS not shipping with headers might be something *we*  
don't like, but totally something intentional by Apple. Or were you  
referring to something else when you said "OS" just above?
