The way it is now is that the pidgin build process creates libpurple
and then links pidgin and finch (the client formerly known as 'gaim-
console') against it. This has been true through much of the Gaim
2.0.0 beta process.
It's a difference in outlook and requirements (this enforces a core/
ui split), but the development team at the moment remains the same.
On the other hand, dealing with libpurple as an independent entity
means that future development efforts could be focused on it without
(direct) regard for a particular UI. For example, one of the Pidgin
Summer of Code students is actually an Adium user who is interested
in furthering MSN support... he applied to Pidgin to work with
libpurple, with an end-goal of improved Adium MSN support. I imagine
that moving forward people could be accepted as libpurple developers
(and hence given write access to the repository) with a "UI goal" of
clients besides Pidgin.. this has already happened to a degree, in
that at least one developer is primarily interested in improvements
for Finch and one (me!) is primarily interested in improvements for
Adium.
