Erich,

You'll probably want to get something posted in the online form at  
Google's Summer of Code page shortly - the deadline for initial  
applications into that form is tomorrow unless I've failed at reading  
a calendar (again). You should still be able to revise the  
application after tomorrow (if I remember right), but if it's not in  
already, you'll be out of luck.
