[Adium-devl] Patch attached to ticket

I've added ticket property changing permissions for registered
users. We had it disabled in the pre-simple ticket days, as users
would set priority, milestone, etc. when submitting tickets. I don't
think we'll see nearly as much trouble with users changing those
settings on existing tickets... if we do, it's easy to remove the
privilege.
I made this change late this morning, so you may not be seeing now,
Chris, what Colin was seeing a couple days ago when this thread was
started.
