That doesn't make sense to me. This was working at one point, what  
changed? Is this a limitation of the user plugin we're using, somehow?

I don't mind that you sent the email. What I asked is that you set the  
correct flag. Augmenting the existing system is fine, but bypassing it  
entirely is kind of self-defeating.
