Permcache is indeed installed and enabled.

Addendum to Chris's details: That's fastcgi via lighttpd, though  
we'll be happy to switch to any frontend if it's better 'these days'  
than that.

It can't be a numbers issue (too many users on the system) because  
the site isn't publicly facing yet; trac.adiumx.com goes nowhere.   
Loading tickets takes upwards of several minutes, as does the 'new  
ticket' link itself.
