Yes, but we want to retain the comments on the English ones, as they  
are the basis for a new translation.  A potential translator should  
be able to do work and *then* contact us with a new translation, not  
have to receive a special build or build from source in order to do  
translation work.  The savings on a single Localizable.strings is  
relatively insignificant, though the aggregate savings of the change  
for all other languages is worthwhile.
