It's -127 to 128, I used a stepper + text field in the Smack plugin.  
0 is the default.

Well, there's no way to guess the value automatically, since it  
depends on the other clients connected to the account, and what  
client is more important to the user. However, it's an advanced  
setting, since it's only relevant when you have multiple clients  
connected to the same account.
