Personally, I would suggest that this is a case of misreading the output of netstat or lsof. httpds are generally not in the practice of making outgoing connections, and the port used for the request is generally in the high range.

Unless someone can replicate this issue, I'd suggest that we consider this a case of misdiagnosis, and let the guy know.
Of course, I could have missed something key, in which case, feel free to disregard my semi-educated rambling.
