relocation-tool wouldn't solve the problem he describes; he wants to  
produce a single plugin which can make use of libpurple regardless of  
its location.

Perhaps weak linking could solve the problem in some way... since  
libpurple.framework is going to be loaded into Adium no matter what  
your plugin does, it really doesn't matter if your plugin ever loads  
the framework, only that the symbols are available (and they will be).

Frankly, I don't see a solution as being worth working towards.   
Support 1.2+.  There's no reason for anyone to continue using 1.1.x.
