Until Firefox 3 comes out you can't do an in-session resume, much less  
do a cross-session resume.

The handling there is pretty ridiculous I agree. Don't use the .part  
approach. What it accomplishes is keeping people from launching a file  
that is downloading because they don't know any better.

The disadvantage of a bundle is that it's extra code that isn't needed  
for moving files around. I had not thought of the "double click a file  
to see who sent it to you" but that is rather confusing. I think most  
people would expect doubleclicking to resume.

So, I would say, use a bundle + an extended attribute. Extended  
attributes are used by lots of things, including Safari to mark the  
URL something is downloaded from, and the new "YOU DOWNLOADED A FILE  
FROM THE INTERNET, OH NO!" warning dialog that is totally useless  
because nobody reads dialogs like that anyway.
