I took a look and believe that a combination of not-fully-clear
comments and at least one major bug in the size-to-fit algorithm were
responsible for the poor behavior, rather than an intentional but
suboptimal implementation. Please take a look as of [20494]... and
then we can discuss what the proper behavior should look like if the
fixed implementation isn't proper :)

It looks right to me at a glance, but I'm notoriously bad at
detecting one or two pixel problems in things like that. Which side
looks bigger, and is it with a certain combination of elements?
