Panic does this with their applications; I think it's fine for a
certain class of users, but overall will result in less technical
users having a bunch of crap on their desktop and not realizing
about /Applications. I see this happening a lot with OS9-switchers in
particular (which is a good % of my customer base; they always need
help with it).
