Got it -- oddly, clearsilver was installing neo_cgi to
/usr/local/lib/python2.3/site-packages/site-packages
instead of
/usr/local/lib/python2.3/site-packages/

The wiki loads now.

I've made some mistake in the apache virtual host, though, I think,  
as various sublinks are wrong.

Biggest remaining problem is that the svn python bindings don't work  
at present...
TracError: Unsupported version control system "svn"

 From the shell:

which is odd since libsvn_swig_py-1.so.0 is very much there.

Others have had similar problems according to Google but I can't find  
any answer :\
