I'd never even noticed, but you're right. Preferences : begone.

Low priority side note: Playing with Mail's preferences, I noticed  
something else interesting: window resizing is enabled on panes where  
you might want to resize (the Mail Signatures pane for example).  The  
prefs window notes the size of the pane and restores it next time you  
switch to that pane, including across the window closing/opening.   
The Accounts, Personal, Status, and Events panes would be reasonable  
candidates for similar behavior.
