General first is common.. however, Accounts its a pretty important  
pane.  Is there an HIG expectation that General be first, or is this

I like.  I think we should give it a border, or a recessed well, or  
something, to set it off from the area around it -- basically look a  
lot like it does in current source, except making use of the recent  
pics selector.

What do you think needs saying, in general?  Something along the  
lines of, "These settings can be overridden on a per-account basis  
via the Accounts pane."?

Bad.  The previous incarnation had the right half in a shaded curved- 
edges box, which I was a fan of... though after using the dividing  
line for a couple days I think it's basically six one way half dozen  
the other.  Definitely some division between the two halves is needed.
